Like, remember how you would find all of these other little
naughty things in there BESIDES Waldo? Like topless women
getting caught by young boys in the dressing room and kids
watching people urinate and such. And little kids would be
finding these things. I think that dude is just a little boy
with a major voyeur fetish...
Alas, aren't we all?

..maybe this is part of finding Waldo?

I thought i saw him behind that logo at the top of the
screen but it was just a fruit salesman with a stripey shirt
on.
