I'd recommend "Power Corruption and Lies" and "Technique."

I half-heartedly recommend "Republic." It's a weak album but
has one of their best tracks ever - "Regret". "Special" is
also ok. Skip it if you can find the "Regret" single in the
used bin.

I haven't heard the latest album...

"Movement" is a must have album. It was their first album
they released as New Order, they still sound a lot like Joy
Division there. It is a good transition album to go from Joy
Divison to New Order. Also Substance is chock full of good
stuff, including two Joy Division songs "In a Lonely Place"
and "Ceremony"
