I need to make a HTML-form that has input forms and outputs
itself as a HTML-file...i have no clue how to do that...does
i need to know ASP or PHP?

The whole thing is for a internetportal where you can choose
some searchengines and input some links...

please help!

yeah, you'll need to learn some form of server-side
scripting like ASP or PHP to achieve that...Basically your
HTML form would post the form variables to your serverscript
which would then create a new HTML file the values you
enter....

Might be worth putting the vars in a Database and then
generating the HTML file from that each time it's
requested....

Best bet is to join YayHooRay.com - a web design board I've
been a member of for a while (kinda like a poor mans
Dreamless...RIP)...

Go to the Technology section and there's a recent
Thread..."best way to form it", near the top....that guy
looks like he's trying to achieve the same sort of thing and
there's loads of replies...

Hope this helps .... this stuff can be pretty fiddlely at
times but the guys at YayHooRay are pretty cool & will help
you out with the details & design...

Looking good....I like the design (but I'm a sucker for the
Grey+Arial/Helvetia look...)...

Have you seen any of the work of Josh
Davis/Praystation?...He's pretty famous for using this sort
of scheme...
