A rope culture is a complex set of uses for twine that has
been twisted or braided into a length suitable for
encouraging males to tie things down, bind them, or provide
some sort of resistance or opposing force between objects.
Ropes can be used in acts of aggression, sexually violent or
simply the latter and may vary across gender and race
combinations, but also they are commonly used to ensure that
boats do not drift into the lake or that a bicycle will stay
on top of the car.

Rope culture is increasing in western society as people are
using their steadily amassing wealth to buy things that need
tied down or otherwise secured. Ropes are also used for
perverted things but this comment will not delve into that.
You may discuss that in the comments section of this thread
if you like.
