This passage isn't about all believers forever, but is a specific instruction to the disciples about what would happen at Pentecost and during the Apostolic ministry. Most of these things happened in the book of Acts:
Acts 9:11-13 (New International Version) 11 The Lord told him, “Go to the house of Judas on Straight Street and ask for a man from Tarsus named Saul, for he is praying. 12 In a vision he has seen a man named Ananias come and place his hands on him to restore his sight.”
Acts 28:4-6 (New International Version) 4 When the islanders saw the snake hanging from his hand, they said to each other, “This man must be a murderer; for though he escaped from the sea, the goddess Justice has not allowed him to live.” 5 But Paul shook the snake off into the fire and suffered no ill effects. 6 The people expected him to swell up or suddenly fall dead; but after waiting a long time and seeing nothing unusual happen to him, they changed their minds and said he was a god.
Acts 2:3-4 (New International Version) 3 They saw what seemed to be tongues of fire that separated and came to rest on each of them. 4 All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.
Acts 19:11-12 (New International Version) 11 God did extraordinary miracles through Paul, 12 so that even handkerchiefs and aprons that had touched him were taken to the sick, and their illnesses were cured and the evil spirits left them.

But when read in context of the rest of Mark 16? Does Mark 16:16 refer to all believers or only the apostolic ministry?
He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
Is it saying that only the disciples would be damned for lack of belief?

Is it saying that only the disciples would be damned for

15 He said to them, “Go into all the world and preach the gospel to all creation. 16 Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
He says to preach the gospel, and then he defines the gospel message. He even qualifies that it applies to all creation (in context meaning all people). This message never changes.
20 Then the disciples went out and preached everywhere, and the Lord worked with them and confirmed his word by the signs that accompanied it.
It doesn't really say whether or not these signs would continue for other generations, just that the people he was speaking directly to would experience them. They went out to preach and the Lord confirmed with the signs as promised.

Compare and contrast these sentences:
1) Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
2) And these signs will accompany those who believe: [various nonsense]
Mark 16 as a whole neither implies nor explicitly states that 1 and 2 refer to different groups of people.
I'm shocked, shocked that a Christian would try to rationalize away the plain meaning of the Bible. To the left you will see my shocked face.
In any case the scholarly consensus is that the longer ending of Mark was a later addition, possibly to make up for material lost to damage of a scroll or codex.

I found my way to this group which I've posted at but mostly lurk right now. There is an interesting drama that goes on between them and some fundie forums.. you just have to pick up on it. I get into discussions with them sometimes.
