long shot, but does anyone know where i could download an
AVI video of white noise or static (like on a tv that has
not been tuned in)?

i'm building a project in PD/Gem that involves overlaying
such a video over another video, to achieve the effect of
fading a looping video in from static.

or if anyone knows of a Gem object that produces the effect
of static?

Dunno about video programs, but pretty much any procedural
texturing program will have a noise function. Might be worth
seeing if you can find one that supports animation and
rendering to .avi and making your own? Don't worry, the
noise algorithm will already be in place, it'll probably
just entail playing about with some sliders. HTH.
