what is it? is it some synth with a particular preset or is it just some sample from some old track floating around and being cutted and pitched?

you can easily make this with a normal softsynth, it's just a short chord stab, then used as a sample. Though i think the 'hey hey hey hey!' sample is more common in jungle tracks than this is

as i said it appears now sometimes - vibert uses it for example.
yeah it is some chord but this sounds like it was sampled far ago or a particular gear has such a preset.

I'd guess its a fairly standard keyboard sound but I dunno which one. Just sample that one!
My fave is this one used in Ed Rush and Optical - Kerb Crawler, comes in just after half way on this sample and only stays 'clean' for 1 or 2 then they kind of phase it or something...
