Nope. Here, heads of department rise up through the ranks of the police and often take on power equivalent to that of politicians. There is an association of these heads of police (ACPO - Association of Chief Police Officers) that meet and basically decide how they will go about policing given things and the majority of forces operate as the ACPO advise (apart from when it suits them to deviate from them- they're not obligated to follow them). This actually seems like a good idea and a way of standardising policing across the country, until you consider the following. ACPO often make rather debateable interpretations of given laws (that in some cases have all right-minded people, not just civil rights groups, up in arms) and then role these out across the board. There is then a degree of "safety in numbers" behind the way they act in a questionable manner.
Personally, I dislike the idea that a non-elected body get together and (without intervention of politicians) decide how the law will be enforced across the country.
