If I want to write "welcome to [place]" in German, how do I
know which preposition to use in between? Are there any
general rules?

Also, when do you use "wilkommen" and when do you use
"wilkomme"?

always use wilkommen, as far as i know.

as for the preposition, it depends on what type of place it
is. it's usually "in", though..

theres no german word "wilkomme". in some areas people might
pronounce "wilkommen" as "wilkomme" tho, coz thats their
dialect.

hobbes is right, you need the double l.

like in: Willkommen zu XLTronic, der Seite im Netz, die
nicht hält was sie verspricht (Zumindest wenn man gespendet
hat).

pigfarmer gave you the formula, but re your original
question number 2, Willkommen is the plural PLUS the formal
singular, so you DEFINITELY want to use that. When you
welcome people, you usually welcome a bunch of people, or at
any rate want to be polite. Germans shun Du-forms.

Maybe someone like Vin Diesel could say in a film to the bad
guy, right before blasting his head off: "Willkomme zur
Hölle, Arschloch!"
