Live scripting in windows

So, I am curious. In adobe audition, there is a function
that allows you to record scripts. I can click "run script"
and what it does is it records every function to access
until you tell the script to stop. Is there something like
this for other windows functions?

Say I want to run a script that runs at a certain time every
day, where data is imported from a certain database into
excell, then that data is sorted alphabetically, then
everything that starts with the letter M through Z is
removed, and then that data gets exported into another
database similar to the first. Is there a program for this?
Or a resource that I can access that gives good examples
that I can use for writing a script of this nature?

Excel have macros. They're the same as scripts.
I think...

Hmmm. but will they allow me to perform functions outside of
excell?
