I got this sample from Breakbeat-Paradise. I
thought it to be wonderful, M83-ish. I'd like to use it, but
I want to be able to change the chords. Is there any VST you
folks may know of that is capable of generating such a
sound?

Any synth, it's just osc tuning and lfo.

Any certain waveforms/Filtering?

Just test the usual suspects and see what you like best, saw
is always good. 24lpf or 12lpf filtering, slow lfo on the
cutoff. You're also gonna need some "tape-emulation" meaning
small pitch changes etc.

Right on, thanks. :)

What he said. Sounds like a slightly detuned (pitched down,
not up) saw, with slight pitching up and down as the sound
plays.
