Yes.

Oh, you want more....well, I'm sure there's a more legal way
but I just use Stardock Windowblinds (with a certain
supplimentary file contained within the dark recesses of the
internet), and you can change it to many a thing, not just
the colour.

For the former link yes:

googling to would've saved you time)

For the latter, no.....you'll have to journey to the dark
depths of interwebs on your own (or properly purchase it to
save a lot of hassles)

change to classic theme and you don't have to worry about
all there colors. xp is ugly.
