Sure. It is a part of a frame from an old polish comic book "Tytus, Romek i A'Tomek". EVERY kid in communist Poland used to read it. In a couple dozens of issues it told a story of a chimp named Tytus who wanted to become human. This part was about peculiarities of western countries with particular focus on degraded racist capitalistic USA (mind that it was published in 1970). See the whole frame.
My avatar needs changing, but I think I will stick to the same comic.

Actually it was very funny at times and almost never agressive. The author Jerzy Chmielewski had an inclredible imagination. For example in the episode in which Tytus and the gand travelled to the Nonsense Islands. Every island was a caricature of a part of communist 1989 reality. One, for example, had overdeveloped beureaucracy to the level in which the citizens had heads in shapes of different official seals. This wasn't your usuall propaganda.

I can't tell for sure since I wasn't around in the 70s, but from what I heard artists who were either known abroad or had a following in the society had prety much their backs covered and were treated like spoilt but still loved children.
