I would suggest buying a cheap toy keyboard and a begginers guide to playing it. This will teach you the rudiments of musical theory, how to write melodies, etc.
Then get fruity loops because it's the easiest music software package to use. Don't start on something like Cubase or you'll be baffled. Good Luck!

Ooops! I thought you meant how do you start if you've never made any music ever before! You meant how do you start making a particular piece of music.
I write the chords first, then the bassline, then the beat and just go from there, finally editing it up in Acid.

I'd say:
Learn to DJ or get one of the ejay programs. That will help you develop an ear for what sounds good together and what works when combining percussion with melody, etc.
Then get fruityloops, it's probably the best balance between functionality and ease of use.
You could also try ableton live.
Do not start with: Cubase, Logic, etc. as you will most likely find it too hard and give up.

Get a demo of Fruity Loops, mess around with that. Then buy a Korg EA-1, ER-1 (and an ES-1 if you want a sampler). Expand your synths from there (with an Alesis Ion).
