well, general ripper was a nutcase who thought the ruskies
were poisoning our water... he was using the fact that
mandrake had never seen a ruskie drinking water as
evidence..

..the joke being that you probably wouldn't take notice of
seeing anyone drinking a glass of water, cause it's
completely forgettable and ripper was insane.

Here is another explaination:

Kubrick based Dr. Strangelove on a little known Harvard
professor in international relations at the time, a guy by
the name of Henry Kissinger.

Henry Kissinger later served as President Nixon's Secretary
of State and was crucial in Nixon's effort to open
American-Red China relations.

Henry, last time I checked, was still alive and running a
consulting firm for international corporations.

The "I can walk" is a play on the very popular Christian
Evangelest TV faith healers at the time.

Many people would go up to the faith healers on tv on
crutches and wheelchairs, receive the "holy spirit" through
the hand of the faith healer on the forehead (visibly
jerking as the "holy spirit" entered their bodies), and then
throwing away their crutches and wheelchairs and walking
away exclaiming "I can walk! I can walk!".

Dr. Strangelove's hand attacks him and he is in a wheelchair
because he suffers from a psychosomatic illness generated by
guilt over the Nazi crimes he committed in WWII
Germany.


Ok, so I did not understand this...am I stupid ?

i'd say they're just subtle unnerving humor.. stuff that
kubrick was really good at.
