well audacity lets you view a huge wave (beat etc), then select any portion of it and save that portion only as a seperate new wav.

anyway, impakt is right... acid works great for slicing, however you won't find it by searching for sonic foundry acid any more, as sony has bought it.. sony acid pro 5 is recommended.

Well, if you want to go the native instruments route, you could use intakt or kontakt. Intakt is more geared towards beat slicing, and makes it a bit easier.
I don't see why recycle won't work for you. Here is a quick tutorial.
1 - Make sure the correct ammount of beats have been filled in.
2 - Turn on the toggle preview play button
3 - Make sure all the effects are turned off (unless you are a medium to advanced user, generally what happens here is you get a longer decay that effects the length of the loop)
4 - Set your sensitivity. Then, you can add and delete breakpoints at your leisure.
There. I would be supprised if that didn't solve your problems. Please consult the help files for details on how to create rex file and such (easy as standard wave rendering and more difficult to make a picture for)
