Can anyone recommend any upbeat, funky music with regular
beats (i.e. not IDM)?

"Tell me is it time to get down on your motherfuckin’
knees
Tell me is it time to get down

Got a revolution behind my eyes
We got together and organize
Got a revolution behind my eyes
We got together and organize

seconded, lo-fidelity all-stars are fucking FUNKY! check out
'how to operate with a blown mind.'

also, for funkiness, check talking heads (obvious one), the
faint, outkast (not everything, for a great example see the
songs southerplayalisticcadillacfunkymusic, church, or
bowtie), and real early 311 (im talking pre-self-titled
here, their first two albums music and grassroots are top
notch)
