you know that telephone-ring sound as used on "venus 17"
and various "go plastic" tracks? I'm hearing it on all sorts
of garage and jungle tracks these days and am wondering if
anyone knows if it was T.J. that started it?

Its like a sireny old telephone sound thats echoed a lot.

I've been looking for a siren type sample but I've never
come across one, I expected this to turn up on those sample
websites.

If you want it, just build one yourself, theres schematics
online. Or just sample it from a soundclash.
