I don't think a lot of people understand what homeless people are actually about. Most of them have had chances, and they choose not to take them. Most of the kids do have houses to go back to, but they choose not to. If the government were to inforce manditory drug testing and rehab, then some of those people might be able to start real lives, but they don't want to.

partly because a large part of that group has been through the "helping mill" a few times already and have grown weary.
it's a very complex problem. a lot of these people have become very alienated with what is seen as "normal life" and have no frame of reference anymore, the question then is how well-educated their choice is. some of them have pretty much become irreparably damaged, as it were. this does not mean they should be forgotten about, or the problem dumped. it means that some other form of solution should be found, one that involves the person and is also designed for that person. a general program to rehabilitate will only alienate further, perhaps.
maybe it's a bit like some chronic mental diseases - they can't be cured completely, but the person in question can learn how best to live with his or her disease.

I think it should be left to huge corporations to donate. Microsoft, Coca-Cola, Nike, Nestle, Universal, AOL, Sky etc....
