what's a good program to use strictly for making and
producing hip hop beats?

this isn't a program per se, but I once mounted microphones
all over wooden floorboards in a crowded area, and one day
at peak occupancy starting shooting at them. The recorded
and then sligthly sharpened beat was incredible! Only a few
deaths. Mostly small children and mothers.

fruityloops is what i would suggest, but you will probably
need some hip-hop drum sample packs.

it's about as easy as it gets
if you don't like it try tracker software like renoise
