the 'check if someone is posting too frequently' logic goes
by timestamps, so daylight savings time has completely
fucked it, and anyone who posted in the last hour cannot
post for the next hour. THIS IS A BIG DEAL, I WILL NOT
EXIST FOR THE NEXT HOUR.
