You put in a wav with a bunch of notes or drum hits with
gaps of silence in between, and it slices and exports them
to individual wav samples.

What program does this?

Recycler can slice .wavs up, and you can open a .wav up in a
program like Acidpro (2.0-4.0) from SonicFoundry and edit
(chop up) the .wav manually.

What program does this, where you go "I want the drums to go
wacka-wacka-wacka-fuuuuuck" and the bass to go
"thhrrrrrrrrruuuuuuuurrrrrrpppppfascism" and a vocal sample
to say "mutations" in the voice of Charles Hawtry" and it
just produces it overnight, only I really need it.

Try the demo of Zero-X beatcreator. It detects hits
better than Cubase or Recycle (which is junk imho). It also
has better timestretching than the MPEX algorithm that comes
with Cubase SX and Nuendo. It also does pitch shifting, but
that changes the length, so you pitch shift first then
timestretch (timestretching doesn't change the pitch).

Another nice thing it does is let you rearrange the slices
(or randomize them) and export the rearranged wave.

It exports grooves and slices in LM4, Rex, ZGR, sft + midi,
and a few other formats. It integrates perfectly with FL
Studio too.

There's also Beatslicer, which has fewer features, and
BeatQuantizer, which has more. I think BeatCreator is the
sweet spot.

You could also try Intakt and Phatmatik Pro.

Yeah I've been using fruity beat slicer, works fine, didn't
realize it would take out the gaps of silence. Thanks for
the suggestions, I'll try beatcreator too.
