Any delay with automation. Just use a curved envelope on the delay time.

What are you using to make music these days? The majority of delay vst's give you the option to vary the delay time.

I think aphex's bouncing ball is programmed notes. Like x0x style. With Ramped volume. Cause some sounds get switched and aligned perfectly.

You can program a bouncing ball in a tracker quite easily.
