what speed are you trying to burn at?
don't quote me on this, but i'm sure there's issues with trying to burn DVDs at fast speeds on low memory systems.
have you tried burning at 2x? just to see if the thing actually works?

do you have access to another PC, one with more RAM?
if so, see if you can just test out your drive on that machine. if it works on the alternate machine, you need more RAM.
the only thing I can think of that could be causing it is the low memory that you have. Windows XP is a bastard for eating up memory anyways, even when it's just sitting there doing nothing.
i hope you can get it sorted out mate

it shouldn't be....
are the RAM modules the same bus speed?
if they use different bus speeds, then you wont be able to have them both in your machine at the same time - my friend had this problem too and he could only use his single 512MB module
