if I buy this
I won't need to buy this
right? can that usb audiophile reduce latency like the internal one would?

well, generally external soundcards have MORE latency than internal ones, so I'm not really sure.

I'm afraid I can't help, sorry =(
as for "I've been working for many hrs. straight and I can't trust myself to make this (relatively) expensive decision", I can completely relate. Someone should be by soon enough with the answers you are looking for :)

"The M-Audio Audiophile USB is the affordable, no-hassle USB audio and MIDI interface - the USB version of MAudio's popular Audiophile 2496 awarded Best Soundcard by Computer Music magazine. "
that means your first "this" is the USB version of your second "this"...... so yes, obviously, you wont need to buy "this" if you buy "this"...
"The included Mac and PC drivers let you independently scale bit depth and sample rate (up to 96k) to deliver the lowest USB latency anywhere"
----- cus yes, a USB interface tends to have higher latency than a PCI card
look up some reviews to find out their latencies
what do you want to use this for? that matters if youre asking us if the M-Audio Mobile Pre USB would be stupid to buy

I want to be able to record from mic, guitar.. and I want to be able to record directly from my keyboard.. and use my midi controller.. I have a lot of sampler programs that are useless with my high latency.. and I have a lot of drums I want to map out without a delay between hitting the key and hearing the triggered response
if I buy that soundcard.. I can't plug shit into that (like the mic, the guitar, the keyboard)... if I just buy the preamp, I'll probably still have latency problems.. so wouldn't it make sense to get the soundcard and the preamp??

it should be mentioned that Iplug all mics and guitars/keys into the mic jack .. the input designated for computer mics.. and my midi controller cannot connect to my soundcard.. instead it's plugged in through USB. ..someone advise me and I'll stfu
