its a remix by plug.

a windowlicker remix to be accurate.
if you notice it has the same melody as windowlicker.

plug has an album called drum and bass for pappa, its quite
good.

It's by Luke Vibert AKA Wagon Christ. It is a remix of
Windowlicker and is not commercially available anywhere.

I had the impression it was a mix made by richard just for
the video, again to poke fun at hip hop videos, but the
remix turned out to be pretty good. i could be wrong, but
i'm pretty sure this used to be the rumor running around.
