Comedy this century is a bit lacking so far. But since it's only been going almost 4 years it's not too worrying.
Jar: your choices are all excellent (except Red Dwarf which is merely good), but all last century.

armando ianucci is pretty funny. he used to pruduce the mary whitehouse experience & the day today, and appeared with peter baynam & david schneider on the friday/saturday night armistice.
i think lee & herrings fist of fun needs to be added to the list. they also wrote for chris morris radio show 'on the hour' before they fell out.

i saw thismorningwithrichardnotjudy (or tmwrnj as richard herring was fond of saying) live when they took it on tour. was pretty funny. they did fist of fun on tv before that.. and fist of fun with peter baynham on radio before that.
i saw stewart lee's live standup show at the edinburgh festival, summer 2000 - very funny.
tmwrnj was good - but suffered from bad scheduling slots & not quite enough material to fill a whole 45mins/hour or whatever it was.
friday/saturday night armistice was on at the same era & actually used to steal material from tmwrnj - which lee & herring never failed to point out.
