Garritan Personal Orchestra looks ace for the price - something like $300. The demos are pretty swanky too - have a google for it. You get a version of Kontakt to play em.

Yes it is.
You need to do some very careful programming this sort of stuff, if it's completely perfectly quantisised it sounds a bit unnatural (particularly noticeable when there's only one instrument like a piano solo).
