The net access doesn't really have much to do with the PC, you'll need to speak to an ISP about those prices. You'll get a PC to do what you want for as little as 1000 euros, you'll get something decent for 1500 euros, you'll get somethin really good for 2000 euros.

Stay away from compaq, ibm and other non-industy-standard computers - you'll only end up getting a severe headache

You can get a "decent" PC with burner for around 500$ American, easily...
No, do not get someone to build it for you. While this will be cheaper initially, it isn't much cheaper and the headaches of lack of tech support for someone who isn't in the know with computers will he a pain. It's a good thing to be able to send it back and tell them to fix something. Warrenties are beautiful. Plus, you won't use most of the additional features that come with a custom PC, ultimately it's a ton of research you'd be better off not doing unless you're serious about understanding the inside and components of a computer. This is coming from an addict in that area.
Agreed, stay away from Compaq, HP, and IBM computers (laptops from IBM of course is a different story, they are phenomenal). I would recommend looking at whatever mainstream computers are supported wherever you're living, easy to get service, that's important. Dell is good, but mediocre service, Apple is pheneomenal price/performance and service but isn't supported by most games and has a higher learning curve with OS X.
Find a solid brand with some tech support nearby, and you won't go far wrong.
