I havent used this program in like 4 months. in the time in
between it appears I have gone completely retarded. bear
with me. all I need to do is separate a piece of one image
and make it a file of its own (I put two photos on my
scanner, this created a file w/ both pics in it.. now I want
to make individual files out of the two pictures.. and I
want to downsize them a bit) ... how is this done..

use the rectangular selection tool (looks like a dotted
rectangle) and use it to cut out your photo, then copy the
selection and paste it as a new file.

what does flattening it do?

flattening takes all the layers in the pic and stuffs them
all into the background layer, deleting the rest.

yes, flatten the image first and then cut the piece and drag
it into a new file.
