a large portion of Tom Waits's catalogue is extremely sentimental and ultimately quite sad. 'Ruby's Arms' is my personal favorite.
Others with Vocals include: Jeff Buckley - hallelujah Craig Armstrong - let's go out tonight red house painters - katy song sunny day real estate - the day's were golden and sometimes Mogwai - Take me somewhere nice Radiohead - Fake Plastic Trees Damien Jurado - I will retire
Non Vocals include: AE - Vietrmx21 and Draun Quarter(at 33bpm) NIN - Leaving Hope Brian Eno - Ascent Squarepusher - My Sound BOC - Under the Horizon Radar Telefon Tel Aviv - Track Five (name ?)
I've made a few sad music comps for myself. Those are some of my favorites off the top of my head.

mogwai's ep+2, especially "christmas song."
moon river. why, i don't know.
"wouldn't it be nice?" by the beach boys.
"why people disappear" and "very bad a bitter hand" by his name is alive
i'm sure there are more but these are off the top of my head.
for years i couldn't enjoy erik satie's gymnopaedies #1, i think i saw a movie in high school (in a consumer education class i believe) about a teenage girl who relentlessly teased an elderly woman, then the elderly woman died and the teenager went home and had to look her own grandmother in the eye, and the soundtrack was gymnopaedies #1. good god they like to fuck with your head in the us public schools.

Radiohead - Myomatosis: The synths at the end, coupled with the stange lyrics really throw me. It is a beautiful song
Aphex Twin - Mt St Michael - St Michael`s Mount - The childlike singing has this effect on me, like it is telling me that everyone is fucked up, and people fuck up, and they are fools to let go of their childlike innocence to become a lying foolish adult.
Pink Floyd - Another Brick in The Wall part 1- With all the lyrics of abandonment, and the strange sound effects, this song gets to me and affects me peculiarly.
There are loads of songs which make me feel sad. But I think you have to be sad to appreciate them fully. Plus I find them rather more uplifting than sad. Any music which moves you emotionally is good music.
