I have no idea which one is the best...
but I use "MP3 WAV Converter", which you can get at:
http://www.cd-ripper.net/
it's like trial version or something, but you
can convert files like you wish.

winlame is a front-end for the LAME encoder, which is
probably the best mp3 encoder out there.

There is only one: Exact Audio Copy

It's not very intuitive, but it sure gives the best mp3,
when converted with the latest LAME

Inverted whale seems to usually know what he's talking about
tech-wise. but I use music match jukebox and seems to work
fine for me.

LAME. technologically best. gives best quality. Fraunhofer
IIS (the guys who invented mp3) has admitted that LAME is
scientifically the best encoder possible.

I'd go with winlame as well. I will use nothing but
winlame. It's a small download, and everything sounds
superb afterward.
