i agree urban is a stupid blanket word for it.. especially  given that not all hip-hop artists are from an urban area,  and obviously nor are all the listeners. it has two good  qualities tho: one, it does symbolize hip-hop's urban  beginnings (and it's always been a mostly urban artform),  and two, it's good for tying together hip-hop and modern  r&b, not to mention instrumental hip-hop. but urban still  isn't a perfect phrase, much like idm to us.
