lame's the best encoder for higher bitrates (192kbps+). It's a command line program but there are a few friendly Windows front-ends like WinLame.

Yeah, LAME is the one to go for...
Used to conjunction with EAC or CDEX (both CD rippers that integrate with LAME)...
