I am submitting my short film "gravity" (which has an aphex twin song in it) to a contest which requires that you have permission from the authors of unoriginal work. Does anyone know how I can best get permission from richard james or his record label for a student film contest with the theme "ONE PERSON CAN MAKE A DIFFERENCE"????

You need permission from whoever owns the copyright. I imagine it'd be warp (or whoever published that track). Even if they email permission to you, if you're going to potentially make any money out of it, I'd get written permission.
Your best bet is to email warp.
