Can anyone help me with this? I need to reduce 192k/sec mp3s to 128 for mp3.com to accept them. How can this be done? I don't have the .flp files to the songs, so I need to be able to do it otherwise than just re-exporting it.

Depends. I use the lame command line encoder, it would be as simple as
$ lame 192.mp3 128.mp3
since 128kbs is the default output.
