I think it can be done if they're under a static IP. But
most people are not methinks, so it's unlikely.

This is not true, you can contact their ISP and complain,
usually that breaks their rules and they can take your

messages, you can never tell - some ISPs dont tolerate that
sort of thing.

It can be difficult to get ISPs to co-operate. In the past
I've had to deal with ISPs over issues more serious than
these (denial of service attacks) and some ISPs, especially
foreign ones, are reluctant to do anything (these are paying
customers, after all).

Here's the clause in my ISP contract:

You may not post, transmit, or disseminate content that is
threatening, abusive, libelous, slanderous, defamatory,
incites hatred, or is otherwise offensive or objectionable.

It doesn't say anything there about being stupid.

It's a tough issue, best of luck to the mods here in dealing
with it.
