but it kind of seems like she defines "multiculturalism" as
"culture(/race/ethnicity) based government programs and
entitlements" and "the problem" as "people from different
cultures living in close proximity resulting in riots such
as in the case of germany" :\

I think you're using the word "entitlements" to suggest
shoveling welfare money at immigrants to appease them. But
this is wrong. The article talks about government policies
and initiatives to make immigrants to Canada feel welcome
and integrate as citizens. That's why we can have "people
from different cultures living in close proximity" but
without riots.
