maybe they communicate in music, like two or more jazz musicians improvising together. maybe they don't care to communicate words like care or... things.

It’s like that eternal question asking what art is. It’s subjective to the listener, or person viewing the “art”.
Some will say that art is such if the artist says so, which I don’t necessarily agree; but yeah I don’t think the birds are “making music”, but we don’t know for sure.
