Are there any programmes that allows one to draw wav forms
?

Not in the coagulight style.

For example drawing a shape on an x/y axis to create a wav
form / wav file

I´m not enterily sure what you mean, but i belive the
program "Stomper Hyperion" will perhaps solve this.

Sure: good old Fasttracker 2.x
When you load a sample in it's sample-editor, you can fuck
up the waveform by pushing the rightmouseknob and draw in
the waveform.

I thought you can get FT2 at starbreeze.com

Keep in mind that waveforms are usually doing several
(hundreds/thousands) cycles per second, so a waveform you
draw probably won't sound like you think.

Maybe what you want (I don't know, only you do :) ) is an
envelope drawing tool, and I think even Soundforge has this
capability. With envelopes you can shape a sound or sample
into what you want.

But putting that aside, I've seen a few programs that let
you draw both waveforms and envelopes. Hitsquad is a site to
check out, also the trackers mentioned above.
