Reminds me of The Paperwork Explosion.

Could be early Radiophonic Workshop (tape splicing era),
Oram, Derbyshire, Baker, et al.

However the beats over the top make me think it might be
Meat Beat Manifesto.

Did you know he owns a Synthi 100? (according to Wikipedia:
https://en.wikipedia.org/wiki/EMS_Synthi_100)

Synth sound in that vid does sound a bit like a VCS3/synthi
- I think it's the reverb that really seals the deal.
I actually thought of MBM as I knew that synthi fact and the
beats sounded a bit like MBM beats might do (lamentably I
don't own much MBM music...must rectify), so mental leap to
MBM!
