i think it's more in the ecological corner of the spectrum. like when certain 'stuff' is illegal to put in the dustbin. or that some illegal chemicals should be thrown in a specific dustbin. or perhaps it's a reference to the place where international refugees are put until they are sent back to the country from where they came. |
