It was all real percussion recorded onto tapes and heavy FX processed, later they used drum machines like the LinnDrum's and 808.

Apart from tape saturation they used reverb on claps. I've also heard flanger effects on the hi-hats and tom-toms on some italo tracks. Just listen to the best italo track ever made Mr. Flagio - Take A Chance and try to study how they processed the drums. Although it may differ from the clap sound effect you may have heard, they all used different techniques.
