After realising the two old Pc's I had were trash anyways,
I got a laptop from a friend. It's in new condition, only
had one or two games played on it and AIM installed.

It's an HP DV4170us

Here's the problem. To turn it on, I believe one holds down
the Function key while pressing the power button.

It will always turn on but usually, meaning 98% of the time,
upon pressing the two buttons, their blue backlights come on
but the screen just stays blank. I can hear the hard drive
whir.

The other two percent of the time, the screen will flicker
on and it will run normally. Sometimes the screen will turn
blue after being on for a long time, and it will say
somthing about "preparing to dump", then it will just shut
off. Either that or I just turn it off on my own.

I can only turn it on when plugged into the wall outlet.

Also, the battery won't charge. It will say it's charging
for about 2 minutes, then the charge light will go out,
supposedly implying it's charged all the way. When or if I
get it to turn on, I check the battery power, says running
off DC and that battery is charged 100%.

However when I remove it it will say 6% left, warning, etc.,
then die.

I have no idea what the problem is but it sounds like it's
somewhere within the powering.

Any suggestions?

This sounds quite serious. A blue screen happens when the
computer shuts itself down to prevent damage to hardware.

It can be caused by a number of things, but you mentioned a
'preparing to dump' message. This may indicate a HD or RAM
problem. Because it's a laptop, it's not easy (or
recommended) to open it up and check for problems. My advice
is to send it to service before it gets worse.

just sounds like the battery is fault to me, and that fault
has led to other components failing.

i believe it's a common problem with the HP DV4170us when
the CPU has to deal with an excessive amount of JPEGS of
it's owner. it's a machine's way of saying help me, i want
to die.
