Are you behind a proxy server?
If not, try contacting your ISP. Those are the 2 most common things that cause it.

ISP = internet service provider, the people you pay to get net access. Ring their helpdesk and they should be able to put you through to the right person.
Proxy Server = Is the modem plugged into your PC or another one on the network?

firewalls are there for a reason, i woudlnt suggest turning it of.. rather find out witch port msn uses when it sends pictures and open it for outgoing data..

yeah my firewall has a function too.. something like "learn how the program works" what it should allow and what not that is..
it works for me..
btw i don't have it that long, that firewall, i always survived without it..

A firewall is a piece of software that protects your computer, but can cause problems like you've described.
Can't remember exactly where the default one is in XP- I think it's in Internet explorer, "tools" on menu bar, then "internet options" then either on security or advanced if I remember. Try turning it to "off" if it's on. But if it doesn't solve the problem remember to turn it back on afterwards!
