Get a static cloth, so you can kinda suck out the dust and shit without having to scrub at the grooves.

yes there is. always clean records in a circular motion in line with the grooves.
and with cds always clean from the inside out, perpendicular to the playing surface.
if you've got a scratch i sometimes file it down with my nail but be VERY careful when doing this - i once ruined a whole album doing this. but if you're careful sometimes it reduces the pops.

Some record stores (particularly second hand ones) have record cleaners in them that you can use on records you buy for free or ones you bring in for about 50p-
£1.
You can get special brushes and fluid as well.

What I do is find the exact spot where the scratch is by playing it up to that point, then when it gets to the point, carefully hold the arm down a bit harder than usual with your hand so it runs through the scratch, rather than skips across it. If you do this a few times it can fix it... it will still pop but should stop it skipping. Only works on smaller scratches though and be careful with your needle.
