For me even tho i have max upload and download to 100,
everything is que, and once and while 1! thing will start
downloading, and when it does it downloads at a REALLY slow
speed ( i have a fast cable modem too). I don't get it. Any
advice?

You should set those to 0 (max).

Just means soulseek itself won't limit the transfer speed.
