They're a function of the immiseration of huge segments of Western civilization, and the natural human tendency to blame misery on agent causation rather than structural factors - humans like to put a handle on it, a face. Makes it feel like you're in the know, in control to some extent. Compounding our natural tendency towards scapegoating, propaganda intended to distract from structural factors takes advantage of this situaiton by blaming particular individuals and ethnicities. It used to be that conspiracy theorists were a tiny segment of the population, also miserable, but for personal reasons - schizophrenic like Umbro here, or extremely socially isolated, or whatever.
