NTSC = 60hz, PAL = 50hz. 60hz video sends 30 complete frames every second (scanlines alternating 30 'fields' and then the other 30 fields) whereas 50hz video only sends 25 complete frames per second. If you're converting PAL to NTSC, 5 extra frames must be added for every second of video or else you will get jittery video. If converting from NTSC to PAL, the opposite is true. You must remove 5 frames from every second of video or the image being displayed may seem unnaturally slow.

thanks mr twin. yeah slow from ntsc to pal....yet take 5 frames out each sec it becomes stuttery. how silly, we should have had 720x 576 and 29.97 fps.

Yeah, I'm not sure which five frames you are supposed to add/remove to make the problem magically go away. I only know the theory behind it, sadly I don't have any practical experience on the subject.
About the toilet cleaning, you're now my go-to guy. :D

cause i thought there might be a nice prog to do frame blending or something? to reduce the stutter, a lovely program that all the experts use.

so you can play a ntsc off a dvd player into a euro TV? Is it just the aerial coax thingy that has to be 25fps?
i have some footage high quality footage that is 25 fps and some shi*e off youtube that is 29.97fps its all going on one dvd
so i thought to keep everything at 25 as my main high quality video is 25fps and the people it is intended for are in the UK. so i thought make everything 25fps.
what y think? am i being too precautions? can all UK dvd set-top players play ntsc?

all i can tell you is that i have like 3 gaming consoles and when i had single-chinch-s-video-cables, ntsc games were black & white, but still working.
after i bought euro/scrat cables i have colour in every game, ntsc, pal, whatever.
works with dvd players too.

found a free plugin for after effects works rather well. far better than before , had a few probs with the warp frame blend but frame mix works good enough.

If you REEEALLY wanted to do it, you could use After Effects, set the composition frame rate to 25, then turn on pixel-motion frame-blending for the video, and it will redraw the frames pretty seamlessly, unless there's a lot of fast footage.

Most and specially all TV's made after 2000 support PAL 60Hz, most TV's also support NTSC signal, specially a LCD TV. You may need a SCART RGB cable, on my CRT Trinitron it supports color NTSC via the composite cables too.
